Let me make it simple for you. For clerical work, any laptop below 35k is best. Even a Raspberry Pi (cost Rs.3500) can play a good quality HD video and do any document work. A tablet/smartphone with keyboard attached via OTG can do the same.

Now, considering the question description, you are going for IIT and want laptop for IT purpose. Then I would recommend no laptop below 35k because, core development is very difficult on such laptops. I personally use a HP Pavillion G6 2201AX which I bought when I was in second year of engineering and now I am suffering because the the power is not enough. You will have hard time using virtual machine application, or even Android Studio because simply the resources are less. Only thing that you will be able to do efficiently is the completing college lab practicals (which are small programs in C, C++, Java) and Web Development (good development is possible because it does not include huge compiling or graphic processing). If you want to go for Android or iOS application development or OS kernel development (such as Linux) or contribute with Open Source projects, then I recommend you to buy a laptop with minimum Core i5/AMD A10 and minimum 8gb of RAM.

And as far as possible go for laptop which has support for Linux.

So today, I’ll try my best to help solve this confusion for you.
See, your first aim should be to determine which screen size suits your needs the best.
Screen size available at this price point are:-
  • 13 to 14 inches: This screen size gives the best balance of portability and usability, particularly if you get a laptop that weighs under 2 kilograms.

  • Graphic/Video card- Needed only if you are a heavy gamer or a photo editor. In normal day-to-day tasks, it is not required.
  • Anti-Virus software- This is needed if you spend most of your time downloading softwares, files and movies on your laptop. But if not, the inbuilt Windows Defender does the task pretty well and keeps the system relatively less loaded.
  • Pre-loaded MS Office- Although this can be got in very cheap price through outside sources (you know what I mean :p), if it is pre-loaded it is better. But, I don’t suggest that you make a buying decision on this criteria.
